<p>                 The issue of premarital sex is one of the classic favorite topics of high school and even college debates.  Since one can easily make a stand, defend and validate it. PMS is very controversial; the church is against it for so long, since they consider it immoral and sinful. Most of the parents detest it, since it can be one of the major reasons of their disappointment and failure on their sons and daughters. But on the perspective of us, consider as “young adult”, premarital sex is something very casual. Since everybody is doing it, means that it’s more like a gift to be enjoyed and shared with the person you love rather than something to be spiteful of. </p>
<p><strong>PMS is not a sin but a choice.</strong></p>
<p>	To have sex with a person you’re not married with is premarital sex in its simplest definition. In our Western counterparts who are way liberated than we do, premarital sex for them is associated by dating; PMS can be shared even by acquaintances. But in our case, Catholic values taught us to treat PMS or sex in a very sinful way. That, we should avoid or not give in to any temptations it possesses. But what makes something wrong or bad is your interpretation and understanding towards things. That’s why men are given all the free will to make decisions in situations like these. It’s like saying that there is no right and wrong answer if you know how to always make it right. It all depends on you. </p>
<p><strong>The stand of an “old enough”</strong></p>
<p>	To believe that virginity is the greatest gift you can give to your husband someday is a very old story of a hopeless woman. But that every inch of thought is the unwritten rule I had set for myself. Though a lot of people are doing it, doesn’t necessarily mean that one should also do it, just to make himself/herself one of them. Sex can wait at the right place for the right person and with the right reasons. If all of those things come, and I’m not yet married then I’ll embrace PMS with open heart and mind. </p>
<p><strong>Not against it</strong>	</p>
<p>                PMS is a fruit of people that is truly in love with each other, never a proof of it. What makes PMS fall more on the negative side is the consequences that it may bring after. Unprepared pregnancy and STDs to name a few is just so heavy for a person who half-heartedly did the deed. PMS is not a wrong thing to do but it is a serious act that entails consequences and sacrifices. Thus, one should truly be prepared before getting into the bandwagon. After all PMS is at its sweetest if you know you’re safe. </p>

If yes, then you just experienced the effects of El Niño together with the worsening condition of our ozone.</p>
<p>                   We are experiencing an extremely hot weather this time. It’s the effect of the El Niño phenomenon hitting the Southeast Asia. The name El Niño is a Spanish word for “the child,” refers to the infant Jesus Christ and is applied because of the current that lead up to the phenomenon, usually begins during the Christmas season. In short scientific description, El Niño happens when easterly trade winds collapse or even reverse its direction. Thus brings heavy rains to South America and can cause droughts in southeastern Asia. Because of this, more serious problems rise up like shortage of water and destruction of crops that can cause a sudden fall in our country’s economy.</p>
<p>	This extremely hot weather we are experiencing right now is not only because of El Niño. The phenomenon can be a part of it but what makes it worse is the “never-ending” issue of global warming. Something people are familiar with but not given much attention. The global warming issue had been the center of numerous debates among industrialist and environmentalist for so long. Yet, no absolute resolution among the two had been made. Although a lot of green projects and advocacies were created to counteract it, still no conceivable improvement happened. In fact, our ozone layer is getting thinner and its effect on human is getting more alarming.</p>
<p>	On the other hand, we had to adhere on the fact that improvement entails sacrifices. For a country to be more industrially advanced and competitive, natural resources are to be compromised. At the end of the day, it is our choice of priority that determines our fate. This extremely hot condition we are experiencing can be an understatement ten years from now. This is not a warning, just a realization.</p>
<p>After all, Mother Earth do not need us, it is us who need her. </p>

<p>                  The third year Communication and Media studies Students is currently taking up CMS 110- Development Media course under Prof. Amy Tanoy. The course is about improving and developing appreciation of the community media not only on the part of the residents but for the students as well. It is considered as a deviant course from the rest of the CMS production classes and lectures. In CMS 110, the students immerse in a community so as to teach its people on how to have more appreciation on the traditional media.</p>
<p>                 Barangay Cagbang was chosen as the host community of the project. The student were divided into 8 groups, each specializes on the development of a traditonal medium. Such examples of community media are binalaybay, community radio, Harana, Composo, Community video, wall newspaper and Community Theater. Each medium has its own learning value or message which aims to instill positivism on every residents using the community media.. Each group has its own set of respondents, whom they are going to teach and practice for the final output using the media. On March 6, Saturday is the culminating activity of Project IWAG of the CMS 3rd year students, wherein all the groups’ respondents are going to perform their final output.</p>
<p>            This course does not only serve as breath of fresh air for the CMS juniors. It contains a lot of elements that promotes betterment of the Barangay Cagbang through the use of the media that is already available on the place. Every community media gives out messages that talk about learning values such as gender sensitivity and responsible citizenships and environmental protection among the residents.</p>
<p>              The course aims all well to the community. The project had already run for months and so far, everything is in the right track towards the goal. But looking at the down side of the project, its sustainability is put into question. The project will only last for one whole semester. After the end of the semester, the residents have a greater tendency to forget about the project and go back to what they’re used to.</p>
<p>             Nevertheless, the course has its big significant value on the part of the students. Getting their selves involve in a traditional community will make them knowledgeable of the different communication situation from what they’re used to. They’re familiarization of the basic media will make them more skilled and appreciative of the media they have right now., Also for the community, to be able to make use of their community media to its fullest purpose will make their everyday communication easier and better. </p>

<p>In a quick survey conducted by the group assigned to check on the Livelihood sector of the Brgy. Lumangan Miagao, it was found out that most of its residents depend on farming as the main source of living. Most of them are tenants of other people’s land, who depend on the small percentage of share during the harvest seasons. The most disturbing part is that higher percentage of the respondents has a higher daily expenditure than its daily income and there are some whose daily income is just enough for its daily expenditure, but no respondents proclaimed that their daily income is higher than its daily expenditure, which is an indicator that poverty is prevalent in the place. Having a lesser income than the amount of money essential for one’s daily needs could result to small but worst forms of human deprivation, such as hunger. </p>
<p>	When asked, if there is any projects or programs by the Municipality of Miagao that offers help to improve their livelihood condition, all of them were consistent that there was none. The result was not a surprise; one could really determine from looks of their dusty uncemented road to the totality of the structure of the place, that it need s serious help from the government. </p>
<p>	In looking at the bigger picture of the situation, Brgy Lumangan is one of the many Barangays of the country which needs livelihood assistance from the higher government. One of the eight goals of the Millennium Development Project of the United Nations among 189 nations, including the Philippines is to eradicate exreme hunger and poverty by the year of 2015.  The United Nation Development Program in the Philippines together with the cooperation of central and local government units is moving forward in achieving these goals. Specifically, our country has a Philippine Mid-term Development Plan which goals are parallel with that of MDG. It aims to work out its objectives through advocacies and development projects to ensure better life for poor Filipinos</p>
<p>The sound of the goals set by MDG can instill hope and positivism to every individual below poverty line. On the downside, it is less than 5 years from now until the set deadline, but the said international project is not yet conceivable in places which needed it the most such as Brgy. Lumangan. </p>

<p>We dream of being in the university where that proud naked man will welcome us with open arms. That naked man is none other than the Oblation, and that university is no less than the University of the Philippines.</p>
<p>This is every Filipino student’s dream, but not everyone gets the chance of living it. The competition is stiff, the requirements are overwhelming, the probability of getting in is too low ― the exact reasons why most remain as dreamers.</p>
<p>Only about 10% of the 60-70 thousand UPCAT (University of the Philippines College Admission Test) takers gets the chance to be qualified to study in UP. However, the UPCAT result only covers half of the admission process― it does not guarantee that you’re really in. The other half relies on high grades all throughout secondary education.</p>
<p>Those who get in gets to be called the crème’ de la crème’ and enjoy “special privileges.”</p>
<p>Standing on the pedestal</p>
<p>Being one of the chosen few, we are given bragging rights ― rights that we milk every chance we get, because we are deemed as “superior”. But in truth, we realize that we are not special at all. We are just one of the many ― and many more are better than we are.</p>
<p>When we get into UP, we call ourselves “Iskolar ng Bayan”. The people pay for our education, but that was before. Now, once we get into UP, people call us “sosyal”. The tuition increased, there are many cars on the parking lot, and majority of the students already bring laptops to school instead of notebooks.</p>
<p>Outside UP, people set high standards and expect a lot form UP students. In pageants, a UP candidate is expected to be both beauty and brains, flawless in question and answer portions, outspoken and witty. An epitome of a well rounded woman, a complete package. But a single mistake could ruin it all. Once you are in UP, a small mistake is equivalent to a major crime. Expectations lead to vulnerability to mistakes and these mistakes are magnified.</p>
<p>Must (but doesn’t) have</p>
<p>UP students are ideally smart. We are known to have an advanced curriculum. One subject is a combination of two or three in other schools, and somehow, we pass. But in reality, many of the students fail in some subjects, and there is a significant number of delayed students.</p>
<p>UP students are ideally principled. We stand firm for what we believe in, we fight for what we think is right, and we will bring you anywhere just to prove our point. But in reality, some of us cannot fight our biggest foe ― conformity. Some enter groups for the sake of being with friends, thus defeating the purpose of hardline principles.</p>
<p>UP students are ideally socially aware. What we should do always be for the benefit of the masses, in service of the Filipino people. We are supposed to give back what they have invested for us. But in reality, social awareness remains only inside the University. Some UP students only make use of their degrees to look good in their résumés and work abroad, in private companies ― or worse, under capitalists, all for the sake of their own gains.</p>
<p>UP students are ideally assertive. We push through our beliefs, put them into actions, and persuade others to do the same in order to stir or effect change. But in reality, we are becoming the outcome of the supposed change. We are easily influenced. Thus, we become mere products― the effect, not the cause of change.</p>
<p>UP students are ideally versatile. We are well-rounded individuals who could excel in any situation given the knowledge and skills that we possess. But in reality, we are the ones limiting our growth, allowing ourselves to become subjects of stereotyping and unfair labeling. We are aware, but we do nothing to change the backward trend.</p>
<p>Save a drop</p>
<p>Like a drop of water going back to the sea, and becoming only a part of the majority― leaving the university gives us no choice but to immerse in a bigger social context, and blend in.</p>
<p>We come to realize that Philippines is not UP, and we cannot bring everything we have learned inside the campus, there would really be some that  will be left behind. Because in the outside world, it is totally different. We are just one of the many trying to survive.</p>
<p>But in the end, we go back to a touchstone, and realize that the ocean will be a lesser ocean without that single drop that has been denied of it.</p>
<p>So we have every choice to stand out.</p>

			<content:encoded><![CDATA[<p>The University of the Philippines is the country’s National University. In order to cater the need for quality and accessible education in the regional areas, it had branched out to different parts of the country including the Visayas. Thus, a diverse kind of culture in the University of the Philippines Visayas was developed due to the different origin of the students, coming from far away provinces and cities of Mindanao and Luzon. Hence, it paved the way for the university to provide these students dormitories that could cater their need for a home at low costs. </p>
<p>In UP Visayas (UPV) there are three campuses: Tacloban, Cebu and Iloilo (divided into Iloilo City and Miagao). In UP Iloilo, there are six dormitories, one at Iloilo City (Balay Ilonggo) and four in Miagao (Balay Lampirong, Kanlaon, Gumamela, Madya-as and Apitong).  The rates of these dormitories are at P300/ month and a regular price for appliance at P22/appliance/month for Miagao-based dormitories and P35/appliance/month for Iloilo-based dormitories. However, as they say, change is the only constant thing is this world. In 2007, the university increased the tuition of the university to 300%, from P200/unit, it became P600/unit. After two years, another increase was made but this time, it was to the appliance rate in the dormitories. From P22/appliance/month (for Miagao-based) and P35/appliance/ month (for Iloilo city-based), the prices of each appliance varied according to its power consumption that resulted to P35-150/appliance/month (for Iloilo city-based) and P22-100/appliance/month. </p>
<p>The prices differ because the dormitories in Iloilo City gets electric source from Panay Electric Cooperative (PECO) and those in Miagao is being supplied by Iloilo Electric Cooperative I (ILECO I). Rates to these suppliers of electricity also varies, PECO charges P12.86/Kwh while ILECO I, P6.27/Kwh. PECO’s rate is double the rate of ILECO I. </p>
<p>The Electric Bill Adjustments (EBA) was initiated by the Office of Student Affairs, because university dormitories are under the aforementioned office. This was initiated during the term of Prof. Agustin G. Huyong, head of the Office of Student Affairs (OSA) in 2006-2007. This was followed-up by Prof. Marilyn Z. Alcarde, OSA head 2007-2008. However, this was only implemented during the term of Prof. Geraldine N. Garcia in January 2009 that the EBA was approved and implemented. According to the same letter of Prof. Huyong, Alcarde and Garcia to Engr. Rolando  Jamero, head of Campus Development and Maintenance Office (CDMO), it is just proper to review  the electric usage of the appliances in the dorms due to power hike. There had been no increase or adjustment ever since the start of operation of the dormitories. The following are the approved rates of EBA in respond to the request of OSA director Geraldine N. Garcia and the recommendation of the UPV Fiscal Policies and Operations Committee (UPV FPOC):</p>

<p>However, the computed power consumption of appliances in the dormitories is as follows based on the data given by the CDMO:</p>

<p>In a letter addressed to Chancellor by the OSA director, it was amended that the ipods/MP3s will no longer be charged since these are connected to laptops during charging. The summary of rates multiplied by the number of appliance in the dormitories is as followed:</p>

<p>As shown in the table above, the residents are still paying less than what they are supposed to pay. As stated, PECO rates are double the rates of ILECO I. </p>

<p>The rates in the dormitory of UPV Iloilo City did not turn out to be the exact amount that is being expected from them to pay. Only the hair dryer/blower has met the formula for the expected amount. Regarding the electric fan, computer and printer, it only charged more or less 75% of what is expected of them. However, the rate of charger exceeded P5.00 compared to the expected rate.  </p>
<p>If there was a way in lowering the amount of electricity in Iloilo City dormitory, then it is also possible and reasonable to apply it in Miagao dormitories. It’s only fair and appropriate to give both the same considerations irrespective of the campus. </p>
<p>Power hike might be a very good reason why this adjustment in the electrical rates in UPV dormitories must be implemented but the request did not satisfy the students call for transparency and explanation.  This issue had led to a more questionable state when the power consumption of the administration buildings was sought. Prior to that there is an existing question on the whereabouts of the P250, energy fee as reflected on the form 5 of the students. According to the OSA, this fee is being used in order to pay for the power consumption within the university campus only. Last year, the university had the highest total consumption at 151,166.00 kilo watt hour (KWH) from September 4 to October 5. This cost the university P1,344,472.10 as reflected in the summary of power consumption from the CDMO.</p>
<p>Miagao (42 offices/buildings)<br />

		105,256 x 8.17 = P859, 941.52<br />
	Dormitories<br />
		13,000 x 8.17 = P106,210.00</p>
<p>There is a big difference of P753, 731.52 that the consumption of the dormitories are less than the consumption of the administration. However, the administration buildings do not have an electric meter that separates its computed consumption from the rest of the university buildings. According to CDMO, the computed consumption is just estimation. Transparency is lost in here.</p>
<p>Based on the data presented that we gathered from CDMO, Office of the student affairs, and administration, we developed the following conclusions; first is that student should not be over critical and reactive with the EBA, because data from reliable sources already speak for itself that students are already paying less that what they supposed to pay regarding their electric bills. Second on the part of the administration, it can’t be avoided that they will be questioned for transparency since they don’t have electric meter of their own, where in fact dormitories and colleges already have theirs. Thirdly, full and complete transparency of the offices involved to the students is the key in putting an end to the speculations of “corruption” regarding the issue of EBA. </p>
<p>Given the fact that there has been no increase in the electric bills paid by the dormers since the inception of the UPV dormitories, it is but natural under current market conditions to have adjustments. Although there are questions and issues regarding the adjustments, the need for it in the strict sense is observable as it was presented above. The hindrances in the acceptance of this change are the lack of enough explanations, transparencies, consultations and dialogued to the students in order for them to realize and understand the need for adjustments.  </p>

<p>         <em><strong>  <strong>This is not a usual article about beauty pageants and its pros and cons that goes with it. It&#8217;s something even more interesting. </p>
<p>      Walk like a woman. Talk like a woman. Act like a woman. Dress like a woman. You&#8217;ll never know they&#8217;re fake, because they&#8217;re even more beautiful than real women. “A man in a woman&#8217;s body”, something that had changed the face of the beauty pageant we have today. </p>
<p>	We cannot deny the fact that beauty pageants are prevalent in our country. Filipinos are naturally lovers of physical beauty. This is one main reason why beauty pageants are staged almost everywhere. Every school, festival, city and even every barangay has share its own version. It ranges from the high-class pageant titles like Binibining Pilipinas or Miss Earth Philippines up to the not-so high class titles like Miss Bikini Babe and Miss Hot Summer body. They get so creative every year actually. But what&#8217;s more interesting in beauty pageant today is that, it&#8217;s not only limited to the typical beauty pageant for women, now its even more flexible with the rise of Miss Gay pageants.</p>
<p>                  Before, we see them as make-up artists of the beautiful ladies backstage during a pageant, however, now, these individuals seem to have raised their level two steps up. They currently enjoy beauty contests that are specially conducted for people of their “kind”. They&#8217;re not only good for laughs as impersonators, but they can also be an epitome of beauty. They&#8217;re not just for ridicule and boos on the road, but they also want to show that they have what it takes to be beautiful in their own rights and ways. What&#8217;s so fascinating about this is that they attract larger audience than the ordinary beauty contests for women, quite an innovation for beauty pageants if I may say. One possible reason for this is because, they are more fun, more “adventurous”, require less cash in organizing, have great out-of-this world talents and they all look talk and walk like real women. Speaking of a more practical and entertaining alternative for women pageant. </p>
<p>	Miss Gay pageant  is so much like the typical beauty pageant for women. As far as the beauty pageant content is concern, its almost the same. It has its production number, Casual Wear competition, Talent Competition, Long Gown competition and the make or break Question and Answer portion. The only difference is gays are more competitive than women in joining beauty pageants. They&#8217;re even more particular with the way they look in the night of the competition.<br />
They had their skin covered with jade foundation, for it to appeared flawless white on stage especially if hit by stage lights. Their face covered with make -up  done by themselves, making their feature look more feminine than their natural. Put hair extensions on their naturally short hair, for a more womanly aura.</p>
<p>	But their body is the most amazing feature they have. It&#8217;s the main thing that they are proud of, something that they want to always flaunt. For it is the fruit of their sweat and blood after years of hard work abroad for some ofcourse. Most of the gays joining pageants, have their body all changed through plastic surgery, that had given them high hopes for the lives they wanted. They undergone through lots of pain only to make themselves look like women. They got their breast implants, nose jobs and even changed their sexuality, only for the name of beauty and fulfillment. And also to be enviable to women and to get attention from real man. Its worthy mentioning that many are successful in their plight for beauty.</p>
<p>	Hence, gays in beauty pageant do not only compete for the crown or the title but more of their acceptance in the society that once hated them. In every catwalk on the ramp and in every clap and shouts given to them, in every beautiful gown they wear is a realization of their long-time dream.</strong></em></strong></p>

			<content:encoded><![CDATA[<p>          We’ve been seeing different political ads bombarding our television, hearing so many political jingles on the radio and seeing different colored tarpaulins of the aspiring candidates for the May presidential elections, since the latter half of last year. Contrary to we’ve been seeing, the official campaign period for the National Election should supposedly start only this February 9 of 2010, 90 days before the presidential election.</p>
<p>            Section 79 of the Omnibus Election Code of the Philippines, defined a “candidate” as someone who has filed a certificate of candidacy, and election campaign is defined as any act designed to promote or defeat the election of a candidate or candidates. Furthermore, Section 80 of the Omnibus Election Code says that, “it shall be unlawful for any person whether or not a voter or candidate, or any party or association of persons, to engage in an election campaign or partisan political activity, except during the campaign period.” Thus, it means that premature campaign before the election period is prohibited by law. </p>
<p>             It is the latter section of the code that was used as the basis of Edgar Andara, accusing his rival, Mayor Rosalinda Panera of premature campaigning in the 2007 mayoralty election in Sta. Monica, Surigao Del Norte. She held a motorcade after the filing of her candidacy and before the start of the campaign period, which found her guilty of premature campaigning by the Supreme Court, with a vote of 8-7. It resulted to her disqualification from holding office as Mayor of Sta. Monica during the 2007 election. </p>
<p>               But in November 2009 last year the Supreme Court nullified their banishment of the premature campaigning, which had created hearsays, and speculations, because of the sudden implementation. It was Associate Justice Antionio T. Carpio who signed the 16-page resolution of the R.A Act 9369 or new poll automation law which defeated the Section 80 of the Omnibus Election Code. The Section 15 of Poll automation law provides that &#8220;any unlawful act or omission applicable to a candidate shall take effect only upon the start of the campaign period.&#8221; It means that an aspirant who had already filed his certificate of candidacy, will only be consider as an official candidate at the start of the election period. Hence, with the section 80 of the election code in consideration, premature campaign is non-existent. With the new rule, redefining the meaning of the “candidate”, an aspirant can immediately start with its electoral campaign after filing his certificate of candidacy without the fear of being accused of premature campaigning. So the point of having an election period, fair and equal chance of election campaign for the aspirants no longer exists as well. </p>
<p>           Supposedly the period for the filing of candidacy should consequently be followed by the campaign period, just like the previous elections. But this year filing of candidacy was moved two months before the start of the campaign period. It was from November 30 to Dec.1 of midnight last year while the campaign period will start Feb. 9 for the national election and May 8 for the local election this year. According to Edu Punay of the Philippine star in his article “No more premature campaign rule”, stated that the only reason of the Supreme Court to move the period of filing for candidacy is to give more time for the printing of the official ballots. A reason which entails many question whether this is pure trickery or just a front to further support the premature campaign of the rich and influential politicians. </p>
<p>               According to Supreme Court spokesperson Midas Marquez, this rule set by the Poll automation law, is an exercise of the “freedom of expression” by the candidates. It’s up to the free will of the aspirants to make the most of its chance for election campaign even outside of the election period. This would make this year’s election as the most extravagant and expensive election in history. Contrary to what the Supreme Court said, this is not a practice of the freedom of expression; this is flauntingly making the election, as huge business participated by wealthy individuals who can afford to invest a big sum of money for a greater chance of winning the slate. A big blow to those who can’t afford to invest large capital in his election campaign, they’ll be overpowered by their opponents who appeared in national television seven days a week even before the campaign period.</p>
<p>         This is another unethical power of law. The fairness and equity of election campaign as far as time duration is concern is supposedly be given by having a campaign period. But with the legalization of premature campaign, defeats the soul reason of having one. In premature campaign lie the abuse of freedom and the downfall of ethics, even if it’s powered by law. </p>
<p>            By having this legalization of premature campaigns the very essence of democracy is jeopardized. Now to be an electoral candidate, entails additional requirement that is to have a large amount of money to invest on political advertisements and other campaign machineries. The only way to compete for the public election is to compete with the extravagant premature campaign of the opponents. The very chance of winning a position is not on the qualities of candidate but in how much they can spend in order to be known. Thus, results to a more commercialization of this year’s election. The legalization of premature campaign is a practice of inequality and discrimination. Now, the spirit of equality and fairness in serving the country has its price. </p>

It&#8217;s difficult to establish reality, especially when it is in its darkest. And especially when the person in front of you is young, full of dreams and ambitions that had been start shattering even before he start making it.</p>
<p>This January 12, 2010, people around the world were moved with the news about the 7.0 magnitude super earthquake that has destroyed the south of Haiti’s Capital Port-Au-Prince, crushing many dreams and ending many lives. The roads were blocked, houses turned to dust, hospitals full-packed, shortage in medicine, food and water and people lying on the street bleeding and waiting for the kiss of death. In that place, death could mean heaven.  And the only resort of the victims is not to survive, but in how to face death the easiest way.</p>
<p>Countless of children live in improvised tents with no one to take care of them. It’s either, they can’t find their parents or they lost them for good. They don’t have enough food and water supply. They only depend on the foreign volunteers to give them their chance to survive. They are unprepared and vulnerable to whatever will happened next. To see with their own innocent eyes how evil this world can get at a young age is a curse and a challenge. It’s a curse that they will forever carry their whole lives and a challenge to go on with their lives with so much hope for normalcy.</p>
<p>It’s a serious understatement to say that Haitians children undergo serious problems on how to put their lives back to pieces. They are not looking for other people’s sympathy.  They do not only need food and water to survive the day, they need continuous support from people who have the resources that will help them go back to their normal lives. They have no one to depend on, no parents to go to, no house to live, to government to support their needs, only generous souls that would help them out from their darkest tragedy. They need people that will make them face the reality, and will instill a promise of better tomorrow.</p>
